When I went to Yngol it was a new location, so I didn't have the claw from there ever. I went digging and found some stuff that might help. The claw in the barrow is disabled when you're told by Birna about the claw so she can sell you it. (She mentions getting a bad deal on it) Birna's dialogue is unconditional as well.

In the first place I looked this up in my game guide was just the map. Then I looked up the quest... Turns out entering through the exit near the sea of ghosts and killing the death lord through the gate makes the little balls not activate the final boss and get the special item. If I press start the system menu comes up, but general stats and quest menu are greyed out and I can't access them. I can't use load either and if I press quit the game freezes.
