Yes it's really easy as a tank or healer due to the fact that the squad members are still somewhat overpowered. (But don't anyone tell SE lol) But it's also piss easy to level healers and tanks in duty anyway due to literally 1 minute queues max.

Squadron Members will join at a rank somewhat similar to the members you already have so they will start out lower but the higher lvl your squad the higher lvl your recruits will start to arrive at. Generally Command Missions are good XP, but you have to be wary as they require Seals to do them, about 1k-2k seals per mission.
