They spawn in the same location every time in case you want to farm. They appear right after you get the first one. That can help get you started on getting exotics. I think the best way is to base on an exotics node and extract while doing other things for the mission so it doesn’t really add any grind time.
For storm crystals, they usually only come out during an active storm, if memory serves - so you'd have to go to an extreme hazard planet & wait for a storm to hit. I'm only just getting back into NMS and haven't finished the expedition, so take that with a grain of salt lol
