Whatever bug was in the past is probably fixed by now. Because if the player needs to be there kinda defeats the purpose of maewing's nursing utility.
As far as I'm aware, unless they changed something, this shouldn't be possible, because Lost Island HAS all the engrams. Two thoughts: blanket coverage would be transfer to Fjordur/Gen. 2 and learn it there, but if you're playing single player, did you somehow manage to disable the engram for it?
