EDIT: one possible reason you haven't noticed a damage decrease is because the Razor morph now applies Major Fracture. So if you've been passing without major Fracture, that change would likely counteract the nerf. But in late game group content, major fracture is already up pretty much all the time, so the nerf is the only relevant aspect.
