Skyrim is too big and too open for a complete unleveled world. That said, i also agree, that author of MLU should have oriented more at SkyRe, Arena, INEZ for his EZ. The only EZ which really needed high entry point are the ones were the really good stuff (Daedric, Ebony etc.) is located.
