The saw cleaver is the best weapon for speedruns and BL4 runs, where you run past all the mobs and use bb pellets on the bosses. It's not the best weapon period (which doesn't even make sense as a concept). Check the other comments, the Saw Cleaver is considered OP and is the best DPS weapon in the game.
