Yes it levels up. The information is in its template. The new summon spells basically have a base level AC + the level of the spell. For summon Undead specifically, they have 11AC + the spell level. So upcasting at 9th level gives it 20 AC.

One could go for Summon Undead for pure artillery damage, but I'm of the opinion that summons are often better used in melee.
