It's a scam. If it costs money and advertises "prestige", then it's probably a scam/doesn't help with acceptance. It won't give you a scholarship just for joining, but they offer scholarship opportunities. In addition, they offer meet-ups across the country so you could connect with other NSHSS members.

They send an invite to basically anyone, and there are more legit and recognized organizations that don't cost so much. On my undergrad campus (not Illinois), NSCS was more something you paid for to just put on your resume and Tau Sigma functioned more like an active RSO. Not sure how it works here. Although when I was an officer in NSCS, they did pay for me to go to their annual leadership conference in Austin one summer which was cool.
