In terms of single Talents, RoP is very strong. However, the issue is that RoP is a huge chunk of a Mage's "Power budget". It's not like a Mage is doing 140% damage w/ RoP compared to others Classes. It's just that w/o RoP, a Mage does only ~70% of their damage potential. And the big problem is that it pushes all Mages deep into a Burst damage ...
