it's funny you mention it, but 5950X on a 4-phase is doable. people seem to forget that the 2700X was a hungry boi. hell, it's doable on a 3-phase as long as it has some semblance of a heatsink and you use a downdraft cooler. a ryzen 1700 is perfectly capable of overheating most B350 and X370 boards when overclocked.
