Then hit (again on the plains). If their support stack arrives before you won the battle and you are not sure you can take them, don't be ashamed to run again - you are not knight in a shiny armor, you are agile horde. Generally cavalry banners suck because of the super-high cost; however, early game a pure banner cavalry stack can clean up enemies at an alarming rate (read: it can stackwipe a slightly smaller infantry stack with the horde shock bonus, and if you have a tech advantage then it can even stackwipe equally-sized armies). 5.

Edit: For anyone finding this post later. Basically, you always want Banners raised as they don't take manpower to use and have an innate 10% discipline bonus for a one time corruption cost. Each point of Manchu development contributes .1 towards a State's maximum banners. So don't raze any of the Manchu core lands.Ming is your piggybank. Attack them as soon as your forcelimit hits ~30-35 and you're over 300 dev. Preferably attack them before they hit tech 5 or 6 and while you have a miltech advantage. AFAIK, Manchu gets unify China just like Qing, but neither get it unless Ming loses mandate. True, and even if it wasn't the case, 15% is not that big anyway. The buffs for high mandate are okay, but not massive. Similarly for high meritocracy.
