Companies never have, and never will, set pay to match inflation. Once you pay people more, it’s hard to claw that back even when inflation starts to come back down. Thats why annual cost of living raises are usually so meager - like 3% ish. Cant put the toothpaste back in the tube. Payroll is really tied to just the marketplace costs for talent.
