Assuming you have downloaded the updates for this game, you need to go talk to Guru to increase the level cap, make sure you do the Guru's House missions too. Additionally, if you have done all these things already, redo the guru missions as they come up. If you have the appropriate dlc that should get the event to trigger.

You have to 100% Each of the pocket areas (All matches against Vegeta, all Saiyaman missions, 6 Buu children, Visit Guru, complete all Frieza missions) That is annoying as f***. None of them are that bad (Buu is the WORST of them, and money solves it). Vegeta is by level, Frieza is by just being good enough to beat the missions, and Saiyaman ...

Level up your level 85 character to level 90 and unlock the cap. 2 full cycles to unlock the attribute raise and the extra wish options, then you can instantly raise your cap to 85. Everytime you wanna raise it after, up to 99, you have to hit the current cap. You will have around 4-5 bars of stamina without points in stamina. Depending on your char, putting points into ki really isn't worth it. Neither stamina. More stamina = if you get stamina broke, you won't be doing anything for a while.
