Seems like it's possible to get a stronghold that doesn't have a portal. But not to worry because there are multiple strongholds in your world. Used to be 3, but I think in 1.9 (or 1.8, maybe 1.7 idk) they made it so there are more than just 3 strongholds in your world. Just find some more using ender eyes.
