Prikkiki ti are more of a mild threat in my games, but ive handcrafted aboyt 45 empires and my exterminators (swarm, terravore, ect ect) are brutal. Many games (such as Endless Space) have maximum fleet sizes where you can only have a finite number of ships in a single fleet. You can have lots of fleets and lots of ships, but each fleet is only so big. This helps prevent the stack of doom problem. It also allows a weaker player to combat a stronger player.
