EPO works through english, french and german, officially, and any other language you care to mention for prior art assessment. Also, Spanish and Dutch are used for national applications to a certain degree. So, to get an interview you need at least 2 out of the first 3 languages and willingness to get proficient in the third.

The decision to move examiners around are made at the SPE and Director level, and sometimes the examiner is not given much insight into how the decisions are made.
