The Talis weapon attack, attacks independent of you, while recovering PP. I toss that out and then start shooting the beam. It gives you an extra second or two of PP regen, while firing. Also, I just replaced the Launcher Normal Attack with the Talis. Sure, you do less damage, but the PP recovery is super fast.

People want to use Resurgir weapons because there's a Resurgir for EVERY weapon currently out there. Braver's Katana in old PSO2 was a mobile/fast weapon that had one of the most damaging counters out of all weapons. In NGS, Katana has been turned into a stationary burst heavy weapon with a lackluster weapon action counter but a really good dodge counter. In terms of the mobility issue, I don't actually think it makes the weapon bad by any chance.
