Some things are unlocked once you reach the required affection level. I don't know if it's a bug in your case, but in mine, I just had to wait, and little by little new things were unlocked. As far as I know, there's a maximum level of affection you can add up to per day, so it may take several days before you can unlock more things.
Monika isn’t a person (yet) and instead is a collection of personality traits and memories that a skilled writer can puppet, adding to the narrative of Monika.
