They are certainly one of the most powerful on an island map. If there are ocean tiles surrounding different land masses you will be the only one able to settle them early. Their fishing boat bonus is also very good on an island map. Phonecia, Norway and Japan might give you issues if the difficulty is high enough due to their strong war bonuses.
