Chikage has inherit poison build up making it lethal. Rakuyo is a heavy demanding weapon that is costly to stamina. Chikage does more damage, faster, and can just murder anything with a hit box. While the rakuyo just doesn't have the style a katana is supposed to have. It's lesser in every category compared to the chikage.
