The 20-95 pushed the throttle cable attachment too far toward the fire wall which pulled the throttle cable too far out of the sheath.The AODE and 4R70W do not use any external cable like that TV cable. The reason to be on the low side is the shorter radius puts the plunger closer to WOT in the idle position, this is the "SAFE" direction to be, it ensures instant TV rise on throttle application.

BTW, if the governor was bad it wouldn't shift at all. Usually a governor can only fail in 2 ways. Either the gear on the end of the governor has been sheered of it's teeth or the pin holding the gear has broke.
