Ghillie suits are made to resemble foliage - of which there is very little in the snow biome. The fur armor is your equivalent for surviving in the cold. As suggested above, paint it white if it is for cosmetic purposes or for PVP. Alternatively, mix and match your Ghillie suit with Fur Armor.
