If it takes 1 action to perform two strikes, MAP is calculated normally. This is at least true with, Hunted Shot, Twin Takedown, and Flurry of Blows. If it takes two actions to make two attacks as one activity, such as double slice, you don’t add the MAP to the activity’s strikes, but it does count as two for further attacks beyond.
