Actually dokkan has worse rates then legends. A new featured unit in dokkan is a .71% chance while legends is a 1% chance. To pull a featured unit in general is a 5% chance while legends is 6%. Regarding Dokkan, for me when you clear the stories, you've completed the game. I don't count the extreme and challenge stuff.
