We could just make PMM/PBM more rare, a LL4 item, that does 35+ pen or whatever your magic number is. This makes the guns in that caliber viable all game long. Both of them will struggle with any kind of armor. Honestly I just wouldn’t use 9mm at all. Get a p90 and ss190. Much more affordable and a lot better.
