The arrows just means u got a boosted, being x0.01 or x8, u need to put the mouse on the nearest empty square of the skill to see how much exp u need to level up and the bonus u get from reading the book. You need to read the full bok in order to get the best multiplier

You're wrong it'll boost you for both levels but it'll only give you 1.5 multiplier on XP . That's what you get for reading the beginners book halfway as reading the entire book give 3 multiplier of xp.
