Yeah thinking unreasonably better than anything else in the game is what qualifies as S tier. I'd say for hunters, omnioculous is S tier but it does stand alone as a great exotic. Same with starfire, great for solar warlocks, but there's other things to use at different times…HOIL was great no matter what you used, still is.
