it's a bug with vanilla stellaris, there's a limit to how high your fleet power can get before it overflows and becomes 1. The only fix I know of is to use a mod that changes how fleet power is calculated (i.e. making all ships have lower fleet power). this will solve the issue but also have effects on anything that cares about fleet power (like diplomatic weight, for example).
