If you want to do a World Conquest, you're probably better off staying as Manchu to take advantage of being a Horde. If you're trying to get the Qing achievement, then you'll have to form Qing anyway. It's also one of the 5 Manchurian hordes capable of forming Manchu and by extension Qing.
